Alberta Provincial Achievement Test Taking Tips

While looking at Alberta Education's information on Provincial Achievement Testing, I noticed that this document had Test Taking Tips on page 7.

I thought it peculiar that the government took the time to give a number of test taking tips, but neglected to properly suggest that guessing at a question is more advantageous than leaving it blank, or that if you run out of time, you should madly fill in the remaining bubbles because any answer, even a guess, is better than leaving it blank.

Why did the government choose not to provide this very popular and wise test taking tip? I wonder if they would endorse such a tip?
